Shout thingy

Hey guys,

Either something when wrong with my computer or forum options that I no longer see the "Shout" thing at the top of the main forum list. Is there a setting or a button I have to push to make it visible?

i just shut it off because nobody was using it anymore. you want it back?

alright ill get it back going, it just makes the forum seem so dead when people dont ever use it.
